strongSwan support for NetworkManager.

NetworkManager allows configuration and control of VPN daemons through a
plugin interface. We provide such a plugin for NetworkManager to
configure roadwarrior clients for the most common setups. The plugin
supports connections using the IKEv2 protocol only.
