WP-CLI is a set of command-line tools for managing WordPress
installations.

WP-CLI need phar extension to build and to work

Enable the phar extension in your php.ini and
disable the readonly setting for the phar extension:
   Set phar.readonly to Off

Also disable open_basedir
because likely to cause errors with wp-cli

This requires: composer
