libgpr (Library to Handle GNAT project file)

This is the library gprbuild used to handle GNAT project file. 
It is built separately from gprbuild to avoid the bootstrap problem.

The library name is changed to libgnatgpr.so to avoid name conflict with
the library in grpc.

This requires: gprbuild, xmlada
