This is basically a simple form of shadow/unshadow kind of thingy for
Linux CAPABILITIES(7)

Just have a look at, and maybe add to: /etc/default/capabilities

And add the following to /etc/rc.d/rc.local

if [ -x /etc/rc.d/rc.capabilities ]; then
  /etc/rc.d/rc.capabilities start
fi
